Dear Rt. Hon Speaker,
PETITION AGAINST THE CONDUCT OF HON. CARLOS AHENKORAH AND OTHERS DURING THE ELECTION OF SPEAKER OF THE 8TH PARLIAMENT OF THE REPUBLIC OF GHANA
The Center for Ethical Governance and Administration (CEGA) an independent, non-governmental and non-profit Civil Society Organization (CSO) wish to take this esteem opportunity to congratulate you on your historic election as the Rt. Hon. Speaker of the 8th Parliament of the Fourth Republic of Ghana.
This feat you have achieved is undoubtedly a direct result of your hard work and dedication to the service of the people of Ghana. You started from the very bottom and rose to the ultimate height one can reach in the parliament of Ghana.
CEGA admires and cherishes you for this milestone, and wish you the very best of God’s blessings and guidance in your duties.
Regrettably, while the whole world was watching and monitoring proceedings, some nasty and disgraceful incidents happened. Highly unusual of our peaceful parliament, the process was characterized by a number of events which marred the beauty of that historic occasion.
Top among them was when Hon. Carlos Ahenkorah, a member of Parliament-elect for Tema West Constituency snatched some ballot papers in a whirlwind fashion and dashed for the gates hotly pursued by other members of parliament to the amazement of everyone watching the event.
Other worrisome events recorded were;
- The alleged forgery by the Clerk of Parliament and his alleged attempt to play the role of a bailiff
- The misbehavior of Hon. Ursula Owusu Akufo
- The unprecedented military invasion of the Chamber of Parliament
- Alleged aiding and abetment by Hon. Osei Kyei Mensah Bonsu in the Carlos affair
- The Marshal of Parliament spotted trying to stuff the ballot box
These misconducts of Carlos and others are not only un-parliamentary, dishonorable and reprehensible but also criminal by the laws of the Republic of Ghana.
It is in the light of this that CEGA presents to you this petition, asking that your office;
- institutes a thorough investigation into the aforementioned incidents and sanction the culpable members and others in accordance with the Standing Orders and Rules of the house
- CEGA also requests that Hon. Carlos Ahenkorah and others whose cases require further investigations be referred to the Criminal Investigations Department (CID) of the Ghana Police Service for further investigations and onward prosecution under the laws of the Republic.
Videos of these criminal and unacceptable conducts abound in the public domain. We also hope that these criminal acts would not be condoned and proper sanctions applied to the culpable offenders to serve as a deterrent to others.
Rt. Hon. Speaker, it is common knowledge that often when the laws of Ghana are flouted by some politicians and other government officials with impunity, those who are charged to maintain law and order, and punish wrong doers overlook such misconducts and pretend that all is well.
There are so many misconducts and criminal acts by politicians and public officials that have not been investigated and perpetrators have gone unpunished.
It makes our dear nation appear as not serious, and susceptible for mockery in the community of nations. This perception of our country is not healthy for our democracy and rule of law. CEGA is very much concerned about it, Sir.
We believe that with your election, our institutions would show more seriousness in their approach to punish wrongdoing by people in authority and curb impunity among our politicians. We have a renewed hope in your election as Speaker of Parliament and our expectation is that it shall not be business as usual.
CEGA shall be ready at any time to assist your office in whatever way we may be capable of in ensuring that this matter is properly resolved.
